For more information about Microsoft licenses, read the official "Microsoft Dynamics 365 Business Central Licensing Guide".

You cannot create a user directly in Microsoft Dynamics 365 Business Central. You must first create it in the Office 365 Admin Center. For more information about how to create a user in Office 365, see "Add users individually or in bulk to Office 365 - Admin Help".

Then, you will be able to manage this user in Microsoft Dynamics 365 Business Central. The "SC - SANA APP" permission set is a part of the Sana extension for Microsoft Dynamics 365 Business Central.
